The committee of industry, research, energy and the European Parliament has passed draft report on the proposal for a regulation of the European Parliament and of the Council on electronic identification and trust services for electronic transactions in the internal market. The draft is based on the following fundamentals:

  • The same strength of digital and paper documents,
  • No authority in any EU country can reject a document only because it is digital,
  • No authority in any EU country can establish additional requirement to ETSI standards published by the European Commission (PAdES, CAdES, XAdES).
  • If a member state establishes a set of standards different from the ETSI ones, it cannot claim cross border recognition of these documents. Moreover, they are still expected to accept ETSI standard based documents.

The new directive also covers other areas, such as trusted certificates for web pages, systems of trusted digital communication and digital identification, to create a single digital communication space across the EU and support cross border trade.
