On September 19, Act 297/2016 Sb. on trust services for electronic transactions entered into force. This act implements the eIDAS Regulation in the field of electronic signatures and certificates in the Czech Republic.

Another act entered into force on the same day: Act 298/2016 Sb. amending some acts in relation to the adoption of Trust Services Act.
Act 298/2016 Sb. amends a whole range of other acts. The act is divided into the total of 67 sections and brings changes for example to the penal code and the act on criminal records. The changes with significant impact include the amendment of the act on archiving and records management (section forty), amendment of the act on electronic procedures and authorized conversion (section fifty-five) and the amendment of the act on contract register (section sixty-five).
The Trust Services Act addresses the Regulation of the European Parliament and the Council on electronic identification and trust services for electronic transactions on the internal market and repealing Directive 1999/93 ES, which is generally known as eIDAS.
The Act includes new description and definition of an Advanced Electronic Signature, Qualified Electronic Signature and also Recognized Electronic Signature. But most importantly it brings equality to paper and digital documents. This is good news for everyone who wants to communicate digitally and who might have been rejected and forced to communicate in “paper form”. With the arrival of eIDAS they can now be sure that electronic communication is a fully legitimate and equal means of communication between citizens and the administration.
